Rajasthan's Bikaner district doesn't announce itself dramatically. The desert extends flat and vast, the sun is relentless, and the wind moves without interruption. It is, by every metric, one of the finest renewable energy geographies on earth.

But potential is not delivery. 7.7 gigawatts of solar and wind capacity identified in Bikaner's REZ Phase-IV remains stranded at the generation end without transmission infrastructure capable of carrying it north. N2KTL — Neemrana-II Kotputli Transmission Limited — was conceived to close that gap.

Why This Project, Why Now

India has committed to 500 GW of non-fossil fuel capacity by 2030. That commitment is meaningless without a transmission network capable of absorbing it. Bikaner Complex — combining Bikaner-II and Bikaner-III zones under Rajasthan REZ Phase-IV Part-1 — represents one of the country's most concentrated renewable energy opportunities.

At the same time, the northern grid faces structural constraints that limit how much renewable power can actually be absorbed and routed. N2KTL addresses both sides of this problem: it creates a dedicated evacuation corridor for Bikaner's output, and it establishes Neemrana-II as a grid node capable of integrating that power flexibly across Rajasthan and Haryana.

The project was approved across multiple statutory and regional power forums, notified by the Ministry of Power, and is being executed under Section 164 of the Electricity Act, 2003. The SPV transfer took place on 27 December 2023.

What's being built

N2KTL establishes Neemrana-II as a high-capacity 765/400 kV substation — a critical grid node integrating new transmission lines with existing 400 kV corridors through LILO arrangements. The project elements are:

–  765/400 kV Neemrana-II Substation with 4×1500 MVA transformers and one spare 500 MVA unit

–  2×330 MVAr (765 kV) Bus Reactors with one spare 110 MVAr unit

–  2×125 MVAr (420 kV) Bus Reactors

–  Neemrana-II to Kotputli 400 kV D/C transmission line (Quad)

–  Two 400 kV line bays at Kotputli

–  LILO of both circuits of 400 kV Gurgaon (PG) – Sohna Road (GPTL) D/C line

The LILO arrangements are significant: rather than building isolated infrastructure, N2KTL weaves itself into the existing northern grid, enhancing operational flexibility without requiring entirely new corridors.

The Human thread

Behind the technical specifications is a team navigating Rajasthan's arid terrain with a mechanisation-led construction strategy and tight regulatory timelines. Rajasthan's landscape may appear simple from above, but ground-level execution demands coordination across landowners, state agencies, and multiple regulatory bodies operating under national priority mandates.

Power Finance Corporation Consulting Limited provides institutional support, and the project is being executed with a clear execution roadmap focused on speed, quality, and community engagement in the districts through which the line passes.

What it unlocks

When N2KTL is commissioned by March 2027, it will become one of the most important pieces of renewable evacuation infrastructure in northern India. It will ease Inter-State Transmission System constraints that currently limit how much renewable power can flow from Rajasthan into Haryana and beyond. It will reduce dependence on conventional generation for peak demand. And it will deliver low-carbon, cost-effective electricity to beneficiary states that have been waiting for this corridor.

Most importantly, it will prove that India can build the transmission infrastructure its renewable ambitions demand — on time, at scale, in terrain that tests every team that enters it.
