In Kutch, on the western edge of Gujarat, the world's largest hybrid renewable energy park is being built — 30,000 MW of solar and wind, rising out of the salt. It is one of the cornerstones of India's commitment to reach 500 GW of non-fossil power by 2030.

Generation, though, is only half the work. The hospitals, homes and factories that will run on this power sit hundreds of kilometres east, in Gujarat's industrial belt and beyond. Something has to carry the current across.
The Lakadia–Vadodara Transmission Line is that connection. 335 kilometres of 765 kV double-circuit line. 812 towers. Seven districts. Designed to evacuate over 5,000 MW of green power from the Kutch park and feed it into the national grid.
A line of this scale, through this terrain, would take eight to ten years to build in the United States or Europe. LVTPL was delivered in under three.
Steel that stands where the sand won't
The line begins at Lakadia, on the Rann of Kutch. The Rann is salt — flat, white, and unstable. Tides push water through its creeks. Soil behaves like wet powder. A 765 kV tower weighs tens of tonnes, and conventional foundations will not hold it here.

Concrete pockets were cast above them to cradle the tower legs. The technique is rare on Indian transmission projects, and it accounts for the first kilometres of the corridor.

The line had to cross things that could not be paused. A double-track electrified railway, where traffic could not stop for half an hour.

And, near Vadodara, the alignment of the upcoming Mumbai–Ahmedabad bullet train — the first 765 kV line in India to be strung over a bullet train corridor.

It's a double electrified line. You couldn't even stop the traffic for 30 minutes. It was a big challenge for the team.

Each crossing was planned in narrow windows. Stringing operations were scheduled around train timetables. Gantries were positioned overnight. Conductor pulls were executed in the gaps the infrastructure below allowed.

Against the Current

Then came the Mahi River. The river is wide, fast, and seasonal. At 660 metres, it was the longest single crossing on the line.

Engineers returned to pile foundations. This time sunk into the riverbed against the current. Towers were planted where the water ran, and the conductor was strung across.

Engineering, though, was only the half of it the team could solve with calculations. Further along the corridor, in Maliya and Halavad, a different kind of problem was waiting.
The line passed through Maliya and Halavad — two tehsils where land was not priced uniformly on the ground, even if it was on paper. Maliya sat close to industrial growth. Halavad held a mix of urban municipal pockets and fertile farmland. Rates varied. The market knew this.
The District Magistrate issued one rate for the whole district.
For landowners whose plots were worth more than the average, the order felt like the administration had not looked. Protests began at the DM's office. They grew. Landowners blocked the National Highway. When the project team arrived with police protection to begin work, they were turned back. They tried again. And again.
Six times, work was attempted under police support. Six times, it was stopped.
The team changed approach. Instead of pressing forward, they began asking what the protest was about. The answer was specific, not general. In Maliya, the uniform rate sat below land already valued higher because of industrial proximity. In Halavad, the same rate was being applied to urban municipal land and to rural farmland — two categories that no buyer would have priced the same.
The grievance was mathematical. So was the fix.
The team kept the district administration informed and wrote to the state administration laying out the issue. A district-level committee was formed — the ADM, the SDMs of Halavad and Maliya, the Revenue Deputy Collector, the tehsildar, the patwari, and a Sterlite representative at the same table. Over six rounds of meetings, the committee worked through the dispute. A new compensation order was issued, with higher rates in the areas where the original numbers had not matched reality.
Police protection isn't a strategy. It's a symptom.
What the team didn't yet know was that fixing the rate would not be enough. The numbers were corrected, but the relationship still had to be.

Trust Doesn't Arrive on Paper
The compensation order was corrected. The project still couldn't catch pace.
The numbers had changed, but the mood hadn't. Landowners who had been overlooked once were not going to trust a single revision. Negative sentiment had hardened in the months of protest, and a new rate sheet on its own was not going to undo it.
So the team did slower work. They met farmer leaders one at a time. They sat with influencers and detractors. They listened to what people had heard about the project — what it would do to their land, what they thought it meant for their children — and they corrected what was wrong and acknowledged what was true. They explained, repeatedly, what the line was for, and what it wasn't. Perception shifted in stages. Negative, then neutral, then positive.
Alongside the conversations, the team made a financial move that mattered. They offered 40% of compensation upfront at tower locations, along with fair crop compensation. Cash in hand before foundations were dug.
For farmers who had spent months hearing promises, the upfront payment was the first thing that arrived ahead of the work.
Then, at roughly the halfway mark of construction, the project hit a wall it hadn't seen coming.
An influential figure from a community formed a lobby. Work stopped. The community leaders refused to meet the Sterlite team directly. There was no door to knock on.
The team went to the DM for guidance. His advice was unusual: reach the leader through a senior bureaucrat from another district — someone the community already trusted. The introduction was made. A dialogue began.
The second move was quieter. Inside its own organisation, the team identified Sterlite employees who belonged to the Patel community. They became intermediaries — not as a tactic, but because the people on the other side of the table were more willing to talk to someone who shared their context.
The lobby softened. Compensation was renegotiated where it needed to be. Work resumed.
Sometimes the bridge to a community has to be built by people who already live there.
By this point in the project, the line between engineering and community work had blurred. The next stretch of the corridor showed why.

building the Lines around the lives
The corridor wasn't empty. It was inhabited. By the wild ass of the Little Rann, by migratory birds wintering at Nal Sarovar, by villages along the route, by families without clean water. The line had to be built around all of them, not through them. That work ran alongside the engineering.
The corridor doesn't only run through villages. It passes the Little Rann of Kutch, home to the Indian wild ass — fewer than 6,000 survive in the wild. Tower placements near the Rann were optimised on the drawing board to avoid wild ass habitat.


Near Nal Sarovar, bird flight diverters — small reflective fittings — were installed along the conductors so migratory flocks could see the line and pass without collision.


The lockdown that couldn't stop the line. Work began in early 2020. COVID arrived weeks later, and the national lockdown halted most construction in India. LVTPL didn't stop. The team built protocol around the constraint — regular testing, isolation pods, separated and quarantined crews, and rapid vaccination once shots became available. Material movement was rerouted. Stringing schedules were rebuilt around the new rules.

Water for 12 lakh people. Through the same period, Sterlite kept asking villages along the corridor what they needed. The answers were practical — school infrastructure, basic amenities. The team invested where it could. At a larger scale, the company contributed to the Prime Minister's Sujalam Sufalam scheme, which brought clean drinking water to roughly 12 lakh people across 10 districts of Gujarat.

None of this was separate from the construction work. It happened alongside it, on the same corridor, with the same teams.
The line was built around the lives that were already there.
By the time the corridor was charged, the question wasn't only what had been built. It was what it had taken to build it.

The Lakadia–Vadodara line isn't an asset on a balance sheet. It is part of how the renewable power being built in Kutch reaches the rest of the country. Without lines like it, generation capacity is stranded — built but unable to do its job.
India's commitment to 500 GW of non-fossil power by 2030 cannot be met by generation alone. It will be met by transmission delivered at the same pace, with the same craft, and with the same attention to the places it passes through. The corridor between Lakadia and Vadodara is one length of that answer. It was built across difficult terrain by engineers, and it was built across difficult ground by the people who sat with farmers, with bureaucrats, with community leaders, until the line could go up.
A country gets built one corridor at a time. Every corridor is a thousand conversations, a thousand calculations, and a thousand small decisions about how to share land with the people who already call it home.
This is what it takes. This is what it always takes.
